Accreditation/Regulatory Pandemic Modifications:
Clinical education: Some hospitals/labs are suspending all clinical education activities during this crisis. If your students are not permitted to attend clinical you should consider:
• The CAAHEP/JRC-CVT Standards do not identify a specific number of clinical hours. Each program has determined the number of clinical hours in the program. You may wish to consider the use of simulation as an alternative to clinical hours. If the hospital/lab has suspended clinical education opportunities, and it is not feasible either to use simulation or to assign the student(s) to another site, the program should develop a written action plan that will allow the student(s) to demonstrate achievement of the program’s clinical education objectives. The action plan might include, but is not limited to, extending the clinical course or increasing the number of hours students spend at clinical when they are allowed to return (e.g., 10 hours instead of 8; using non-traditional hours such as evening and weekends, if the hospital/lab schedules patients during those hours).
• The CAAHEP/JRC-CVT Standards do not identify a specific number of procedures. Each program has determined the method by which clinical competency is documented. If the program requires a specific number of procedures before the student is evaluated it may be reasonable to defer the specific number during this public health crisis and to determine whether the student is ready for a competency evaluation based on the skills s/he has developed. Your clinical preceptors/instructors may be best prepared to determine this since they work with the students in clinic on a regular basis.

Accreditation/Regulatory Pandemic Modifications:
The Commission recognizes that unexpected interruption of education has occurred as a result of sudden changes that compromise the program or facility resulting from COVID-19 that takes faculty, administrators or students away from the program. The Commission must be notified in writing by no later than May 15, 2020. Modification of the program due to an interruption of education will be viewed by the Commission as a temporary solution to maintain educational quality and compliance with Accreditation Standards. Following the interruption of education, should the program subsequently decide to permanently implement a change, the program must submit a formal Report of Program Change for consideration by the Commission.

Accreditation/Regulatory Pandemic Modifications:
For students in clinicals, decisions made may impact the students’ graduation date. Factors to consider include but are not limited to, meeting with the Program Advisory Committee and clinical stakeholders to discuss options for continued learning, utilizing other clinical affiliations that are accepting students, extending the students’ learning, following your local public health authority’s recommendations, following your program’s and institution’s protocols, implementing the academic continuity plan for your institution, meeting your institutional requirements for potentially extended graduation for all students, consulting policies for incompletes, leaves of absence, and student enrollment agreements. If suspended from clinical sites, and no other sites are available, then keep documentation during the disruption and if there are any deviation from requirements for students to graduate then the JRC-DMS Board can evaluate on a case by case basis. Our policy has been (as it was for programs impacted by Hurricane Katrina) to not penalize programs for national situations beyond their control. If graduation dates are delayed, be prepared to provide to the JRC-DMS with evidence demonstrating which clinical sites and students were directly impacted and the length of the disruption.

Programs should consider:
Level II Fieldwork
1) Allowing students to complete level II fieldwork in one setting if it is reflective of more than one practice area or in a maximum of four different settings.
2) Other types of experiences and practice settings such as telehealth, and non-traditional/ emerging practice settings where no occupational therapy services exist.
If students are working in a setting where no occupational therapy services exist, the 8 hours of direct supervision could be met via telecommunication.
The direct supervision can be for 8 consecutive hours or distributed throughout the week totaling 8 hours. Using the ACOTE Fieldwork Performance Evaluation for the Occupational Therapy Student or an equivalent measure, developed by the program, as a mechanism for formal evaluation of student performance on level II fieldwork.

Per TCSG State Board Policies and Procedures Manual, practicum, internship, and clinical are defined as the following:  

  • Practicum: instruction which emphasizes structured activities requiring application and practice of occupational competencies. Normally requires only limited out-of-class preparation by the student and no out-of-class practice assignments; and
  •  Internship or Clinical: instruction which emphasizes supervised work-experience activities requiring the application of occupational competencies. Normally requires only limited out-of-class preparation by the student and no out-of-class practice assignments. Clinical is normally associated with health technology related programs.
